Introduction

The Internet Information Services 7.0 (IIS 7.0) Media Pack – Bit Rate Throttling module provides the ability to throttle progressive downloads of media files (in which audio/video playback starts as soon as sufficient data has been buffered on the client) based on the content bit rate. For sites that deliver audio and video files that may not be watched in their entirety, this module could significantly reduce your media-related bandwidth costs. A secondary feature of the Bit Rate Throttling Module is that it can also be used to throttle non-media ("Data") file types at specified bit rates.

For media files, automatic bit rate detection and throttling are executed according to settings specified in the IIS 7.0 configuration settings. New settings can be added, and existing settings can be tweaked, to achieve significant bandwidth savings without compromising user experience. The media throttling settings can only be applied to defined media file types. The Bit Rate Throttling module also provides a way to extend support to other media file types, or override the definitions for existing file types, through an extensible XML schema interface.

The list of supported media file types is determined by the settings in the IIS 7.0 configuration file. By default, the IIS 7.0 Bit Rate Throttling module comes with pre-configured support for the following media file types:

  • .asf
  • .avi
  • .flv
  • .m4v 
  • .mov
  • .mp3
  • .mp4
  • .rm
  • .rmvb
  • .wma
  • .wmv

Scope

This article details the steps needed to install the IIS 7.0 Media Pack – Bit Rate Throttling module.

Prerequisites

The following items are required to complete the procedures in this article:

  • You must have a PC running Windows Server® 2008
  • You must have administrative privileges on the PC
  • Internet Information Services 7.0 must be installed

Installing the Bit Rate Throttling Module

You can download and install the Bit Rate Throttling module from the http://www.iis.net/ web site using one of the following links:

Either link takes you to the appropriate IIS Download Center page. Click the Download button. You will receive one or more Security Warning dialog boxes from your Web browser. When prompted, select Run, if that option is available. Alternatively, select Save, and then run the file from the location at which you saved it.

Once the package is run, the Setup Wizard will determine whether your PC has the necessary IIS 7.0 components installed to support the Bit Rate Throttling module.

 

PC Does Not Meet Prerequisites 

If your PC does not meet the prerequisites for installing the Bit Rate Throttling module, you see a dialog box similar to the one below.

 

On clicking OK, the Setup Wizard shows the error message below. Should you encounter such an error, you need to click Finish in the Setup Wizard. Next, use the Server Manager / Add Roles functionality (when running Windows Server 2008) to add the missing IIS 7.0 components. Once the missing components are installed, return to the iis.net Web site and click on the appropriate download link again.

 

PC Does Meet Prerequisites 

If your PC meets the prerequisites for installing the Bit Rate Throttling module, a dialog box containing the License Agreement displays (see below). If you agree to the License terms, check the box next to "I accept the terms in the License Agreement" and click Install.

 

A status box displays.

 

It is followed quickly by a User Account Control (UAC) dialog box (below). In the UAC dialog box, click Allow.

 

Once the Bit Rate Throttling module is installed, you see the final installation dialog box (below). Click Finish.

 

To verify that the Bit Rate Throttling module has installed, open the Internet Information Services (IIS) Manager window. Click a server in the Connections pane. On the Home Page displayed in the central pane, you will see a new Area titled "Media" with a Bitrate Throttling icon below it.
